ADNOC ICV Certification: What Suppliers Should Know Before Tendering
A practical ICV preparation checklist for suppliers: tender requirements, financial records, certification documents and renewal planning.
ICV and project procurement
The UAE National In-Country Value programme is led by the Ministry of Industry and Advanced Technology (MoIAT). It recognises suppliers’ contribution to the local economy. For an ADNOC opportunity, begin with the specific tender requirements for ICV submissions and commercial evaluation.
Prepare the certification documents
MoIAT’s September 2025 supplier guidelines describe certification through authorised certifying bodies using financial statements and supporting business records. Select the current application route and document requirements with your certifying body.
Check dates before tender submission
The September 2025 guidelines specify certificate validity of 14 months from the issuance date of the audited financial statements. Check the expiry shown on the certificate against your tender schedule and allow time for renewal.
Supplier preparation checklist
- Read the tender’s eligibility, ICV submission and evaluation provisions before pricing the opportunity.
- Match the company identity on the certificate, trade licence and tender submission.
- Prepare the financial statements and supporting purchase, payroll and investment records requested for the application.
- Confirm the appropriate route for a newly established company directly with the authorised certifying body.
- Assign responsibility for document collection, submission and renewal tracking.
Keep the project approval package complete
Treat ICV documents, vendor registration and product technical approval as separate items in your bid checklist. For CCTV equipment, include the model schedule, project specification and required technical documents with your RFQ.
